AI Summary

The Defense Commissary Agency (DECA) is issuing a Special Notice regarding a modification to a Resale Ordering Agreement (ROA) for FDS items, posted 2026-10-15 with responses due 2026-11-11. This appears to be a notice of an administrative modification rather than a new competitive procurement. Incumbent or already-qualified ROA holders for FDS resale items should review and respond; new bidders are unlikely to be able to compete.

Key Requirements

•Participation likely requires an existing Resale Ordering Agreement with DECA for FDS items, as this is a modification to an existing agreement rather than an open solicitation. No specific certifications are cited in the notice.
